This book's analyses are positive, not normative. They describe how the world is (or was), not how it should be. One could use my discussions of how the world is to support arguments about how it should be. And in this book's penultimate chapter I consider one such argument. That discussion is partly normative, however, so I have separated it from the positive analyses in the essays that inform my normative claim. It's inevitable that some persons will be unable (or unwilling) to accept the claim that the analyses in Chapters 2 through 9 are positive.
It also stems from a preoccupation with mechanisms of self-governance that sort persons ex post, which ignores mechanisms of self-governance that sort persons ex ante. Most important, this signaling mechanism helps explain the observation with which this essay began: in the world we actually live in, cooperation is common between socially distant persons, even where effective government is absent. In the sections that follow I turn to some historical examples of such cooperation and the role that social-distance-reducing signaling played in promoting it.
Unfortunately, what seems like a natural way to modify the Weberian conception of government turns out to be just as problematic as the unmodified conception, but in a different way.
